The permanent residence permit is a document confirming a foreign national’s right to live in Russia for three years. According to the RF law this document is not extended.
This document also provides grounds for obtaining a permanent residence permit. In most cases, a person can only obtain a permanent residence permit if one already has a temporary residence permit. This requirement does not apply to citizens of Belarus, as well as citizens of Turkmenistan and citizens of Turkmenistan holding a relocation permit in accordance with the Agreement between the Russian Federation and Turkmenistan regulating the relocation process and protecting the rights of people who own property in the Russia Federation. This requirement does not apply to highly qualified foreign specialists and their family members.
